Industrial Technology Research Institute (ITRI) is a world-class applied R&D institute, with the mission to carry out technology R&D in order to spur industrial development, create economic value, and spread benefits to society. Founded in 1973, ITRI seeded the development of Taiwan’s IC industry and over the years has nurtured many emerging high-tech industries. ITRI currently has over 6000 employees, owns 30000 accumulated patents, and has incubated over 300 companies including well-known names such as TSMC and UMC, leading wave after wave of Taiwan’s industrial development.


2030 Technology Strategy & Roadmap

Facing today’s challenges and opportunities, ITRI developed the 2030 Technology Strategy & Roadmap, which identifies AI, semiconductors, information and communications, and cloud information security as four major intelligentization technologies, under three main application areas of smart living, health care, and sustainability. The ultimate goal is to transform life through technology, in order to help industry and society achieve a better future.

Friendly Work Environment

ITRI was recently honored to receive the first Work-Life Balance Award from the Ministry of Labor (Executive Yuan), in recognition of outstanding performance in three areas of Friendly Work Environment, Happy Family, and Good Health.

ITRI devotes significant resources to establishing a friendly work environment. Vacation leave benefits go far beyond legal requirements. To meet needs of employees at different life phases, ITRI offers maternity and post-maternity leave, special sickness/injury leave, and volunteer leave. In addition to mandated maternity leave, 60 additional days of post-maternity leave at half salary are available for new parents. Special accident/injury leave includes six months of leave at full salary, and another six months at half-salary. To encourage employees to engage in community service, one day of leave may be taken annually for volunteerism.

To promote happy family life for employees, ITRI provides on-campus nursery, kindergartens, supplementary school through elementary school, and nursing rooms. These professionally staffed facilities afford parents the peace of mind to know that their children are well cared for and close at hand for convenient dropoff and pickup before and after work. In addition, ITRI started a platform to help young single employees connect, organizing regular activities that have resulted in more than 30 couples meeting and marrying through this program.

ITRI pays close attention to employee health. There are medical clinics on every campus, subsidized annual health checks with a convenient online platform for follow-up, as well as organized health promotion activities. Besides, an excellent employee fitness/recreation center (“YoHo Club”) which includes a 50-meter swimming pool, spa and sauna area, fitness area, badminton and tennis courts, table tennis and billiards area, and even Karaoke rooms, makes it convenient for employees to exercise and relax before and after work. Cafeterias provide low-calorie, low-cholesterol healthy foods. Also, the Caring & Assistance Skills training program creates a culture of mutual support among employees.

Transforming the Corporate Culture

When Dr. Edwin Liu took office as ITRI’s President three years ago, returning to Taiwan after a successful 30-year career in the US, he began implementing his vision to infuse ITRI’s DNA with some aspects of Western business culture, in order to take ITRI “from A to A+”. Three main concepts emphasized are Innovative Thinking, Open Communication, and Agile Management.

In terms of Innovative Thinking, ITRI encourages employees to break barriers and to take on the challenge of establishing Blue Ocean markets with few competitors. Every year ITRI awards dozens of prizes for outstanding innovations, cross-department collaborations, value-added patents and industry service, and many more.

Open Communication is highly emphasized, as ITRI seeks a communication culture where honest feedback is shared in all directions and an open door policy encourages employees to directly express opinions to management. Managers should lead by example, discuss things face to face with employees, and establish consensus and trust, to improve organizational vitality and efficiency, and to stimulate their teams to produce high-impact innovations.

The third pillar of cultural transformation is Agile Management, a shift from process-based to results-based management. In 2020 due to the COVID-19 pandemic, ITRI implemented Remote Work for employees who need this option, offering flexibility and allowing employees take responsibility for independently achieving results. Agile management and remote work create a dynamic work culture that also helps ITRI extend its recruiting reach and attract the best talent from all over the world.

Actively Linking International Resources

ITRI actively builds a platform to develop talent with cross-disciplinary, international perspectives. One example is the Bridge Project, under which agreements for talent exchange were signed with UCLA and UC San Diego, to actively let high-potential researchers experience international working environments, and to develop talent with cross-disciplinary and international vision.

Recently ITRI won affirmation as a top employer by three major institutions. In 2019 ITRI was named by Cheers magazine survey as a top employer, while also winning an award from LinkedIn for interactive employer branding. Meanwhile, in global employer branding consultant Universum’s survey of the most attractive employers in Taiwan, ITRI ranked 6th in the top 50 among its target talent base of engineering and information technology students.

Future Vision

ITRI will continue to emphasize cutting-edge technology R&D and expand business and international collaborations, to transform its organizational culture and improve operating efficiency, and to maintain a friendly work environment that attracts outstanding researchers, in order to further establish itself as a world-class benchmark R&D organization.

2030技術策略與藍圖

面對機會與挑戰,工研院擘畫「2030技術策略與藍圖」為解決方案,厚植AI人工智慧、半導體晶片、通訊、資安雲端四大智慧化共通技術,聚焦「智慧生活」、「健康樂活」、「永續環境」三大應用領域的研發方向,用科技創新翻轉生活,引領產業社會邁向美好未來。

員工適才適所 營造友善工作環境

工研院在行政院勞動部舉辦的第一屆「工作生活平衡獎」中,連中三元,分別在「工作悠活」、「家庭樂活」、「健康快活」三方面都表現優異,榮獲整體評鑑績優「企業好讚──工作生活平衡獎」的國家級榮譽。

為延攬與培育優秀人才,工研院致力於打造愉快的工作環境,依新進、安胎及育兒、生病、公務出國、進修等不同期間的需求,設計出多元且優於法令規定之給假方案,包括60日半薪安胎育兒假,全薪6個月特別傷病假、一日志工假等,關於高階主管與青年博士的海外研修「大小鴻鵠計畫」等,在「工作悠活」指標方面,獲得評審一致好評。

在「家庭樂活」方面,工研院看見同仁在不同生命階段,對於成家與安家的需求,設置了哺乳室、托嬰中心、幼兒園以及附設安親班,讓員工子女從出生到學齡皆能得到妥善照顧;另針對單身同仁,開發專屬未婚員工的院內交友平台「男女拉拉對」,已促成多對工研佳偶,幫助員工建立美滿家庭。

為照顧同仁身心健康,工研院研發了「工研人好健康」健康促進網絡,提供分級關懷與健康促進活動。此外,工研院設置多功能運動健身場館「悠活館」,鼓勵員工下班後健身;餐廳提供低卡、低膽固醇的健康餐飲,均有利創造活力健康的工作環境,並針對員工推出「關懷與協助技巧」課程,營造院內友善關懷的互助支持文化。

啟動企業文化改造

在美國待了30多年的劉文雄博士於3年前接任院長,抱著希望讓工研院從A到A+的信念,決定把西方企業文化的優點收斂內化為工研院文化三大DNA:「創新的思維」、「開放式溝通」、「敏捷式管理」,以同理心為前提,運用潛移默化的方式,逐漸深入員工心中,讓龐大的組織更加創新、有活力。

首先在「創新的思維」方面,工研院鼓勵同仁要打破框架、勇於挑戰「無人競爭的藍海市場」。

第二個文化DNA是「開放式溝通」,工研院導入美式溝通文化,建立「Open Door Policy」,鼓勵同仁開放溝通、直接向主管表達意見。主管也應以身作則,與同仁面對面討論,建立共同情感、營造互信、提升組織活力和效率,激盪出最佳創意。

第三個文化DNA是「敏捷式管理」,也就是管理「結果」而非「過程」。去年因為新冠肺炎疫情,工研院推出遠距工作,提供有需要的員工申請,使員工自己負責,落實敏捷式管理,中長期目標透過遠距工作,讓工研院獵才觸角可以擴及全臺灣甚至全世界的人才。

積極橋接國際資源

在人才培育方面,工研院積極打造跨領域及國際觀的平台。為培育世界級頂尖人才,推動「接橋計畫」積極橋接國際資源,分別與美國加州大學洛杉磯分校(UCLA)、聖地牙哥分校(UCSD)簽訂合作備忘錄,讓有潛力的研究員接受國際環境的薰陶,培育跨領域及具世界觀的人才。

榮獲國內外三大機構評為最佳雇主

工研院近期榮獲三大機構肯定為最佳雇主,包括2019年Cheers新世代最嚮往雇主調查「專業服務業TOP 1」、2019年LinkedIn台灣最佳互動雇主品牌,以及在全球最大雇主品牌力調查Universum「最具吸引力企業排行榜」中,工研院倍受工科學生青睞,名列工程與資訊技術類前50大排行榜第六名。

未來展望

為積極開創未來新局,工研院將持續推動技術研發與拓展企業國際合作,加速組織文化轉型,營造高效率及友善職場以吸引優秀人才,成為世界級標竿企業。
